Effects of applying the PPP and concession agreement laws

I hear opinions everywhere that we are still waiting for a breakthrough on the PPP market in Poland. There are more and more contracts signed every year - a total of 140 by the end of 2019, but it is difficult to call it a boom. There are different definitions of the reasons for the fact that this market is still at an initial stage of development. Undoubtedly, the availability of non-repayable funds was what effectively inhibited the number of projects in the partnership in recent years. Among other factors, I would mention the often unrealistic expectations of the public side that defines the project and initiates the project.
These expectations mean that there are no offers in the proceedings or the prices are unacceptable, as a result of the valuation of risks that the private partner cannot accept.
