We are trusted by over 300 clients, including local governments, organizations, institutions and companies

We guide clients through the entire process of applying for external funds, including EU, national and special-purpose funds. We begin by identifying funding sources that suit the planned project. We then assess the project’s eligibility and its chances in the call for proposals, drawing on our experience with evaluation criteria.

We prepare the complete application package: grant applications, feasibility studies, cost-benefit analyses and all required annexes. We also support clients after submission, when responding to evaluators’ comments, providing supplementary information and preparing to sign the grant agreement.

Securing Funding

We prepare analyses for local governments and municipal companies that support evidence-based decision-making. We carry out financial and economic analyses of investments, cost-benefit analyses and financial models of projects. We help assess whether a project is financially viable and whether its social benefits justify its implementation.

We also assess the impact of planned investments on the budget and financial position of the local government, including its multi-year financial forecast and borrowing capacity. We advise on the choice of financing structure, taking into account own funds, grants, loans and other instruments. Our goal is to finance development safely, without placing an excessive burden on future budgets.

Financial and Economic Analysis

We support cities and municipalities in development planning. We prepare development strategies that set realistic directions for action and help identify investment priorities. Our work begins with a thorough assessment of the social, economic and spatial situation. We consult the findings with residents, councillors and local partners, so that the strategy becomes a shared document rather than a mere formality.

We ensure that each strategy complies with the Act on the Principles of Development Policy, aligns with higher-level strategies, and fits the relevant funding programmes. This makes it easier to secure external funding later on. Every strategy comes with an implementation and monitoring system with measurable indicators, so the local government can track progress and update its plans.

Strategic Advisory

We prepare tariff applications for municipal companies, including full calculations of prices and charges. We analyse operating costs, planned investments and sales forecasts so that the tariff accurately reflects the justified costs of service provision and ensures the company’s financial stability.

We support utilities at every stage of proceedings before the regulator. We prepare justifications and responses to requests for information, and assist with clarifications and negotiations. Our aim is a tariff that is not only arithmetically correct but also acceptable to the regulator.

Tariffs and Tariff Applications

We support beneficiaries in settling projects co-financed from external sources, from the first payment claim to project closure. We prepare payment claims, reports and progress statements, monitor deadlines, and organise documentation in line with the funding institution’s requirements.

We help clients prepare for audits and inspections and support them while they take place. We also provide advice during the project’s durability period, when the beneficiary must continue to meet the conditions of the grant agreement. This reduces the risk of irregularities and financial corrections that could result in having to repay part of the funding.

Project Settlement and Reporting

We provide advisory services and technical assistance to governments and public institutions in developing countries, mainly in cooperation with the World Bank. We help build and strengthen Public Investment Management (PIM) systems so that public funds go to projects with the greatest value for society and the economy. Our work is based on the World Bank framework of eight key features of an effective public investment system, known as the “8 must-haves.” They cover the entire cycle, from investment guidance and preliminary project screening, through appraisal, independent review, selection and budgeting, to implementation, adjustment, operation and evaluation. We diagnose existing systems, design reforms, and develop methodologies and guidelines.

Building the capacity of public administration staff is an important part of our work. We deliver training and workshops on the preparation, appraisal and selection of investment projects, tailored to participants’ needs and level of experience. We also organise study visits, during which representatives of partner institutions see first-hand the solutions used in Poland and other countries. They meet with institutions responsible for investment planning and financing and visit completed projects. This ensures that the knowledge shared through technical assistance leads to lasting changes in how investments are managed.
